The Chief Executive Officer of Ghana National Gas Company Limited, Ms. Judith Adjobah Blay, has commended the Petroleum Commission for its unwavering commitment to promoting local participation in Ghana’s oil and gas sector. The commendation was delivered on her behalf by the company’s Deputy Chief Executive Officer in-charge of Finance and Administration, Mr. Rene Stephen Nelson, during the 2025 Local Content Conference.


A celebration of collaboration and innovation

Addressing industry stakeholders, government representatives, and partners, Ms. Blay described the Local Content Conference as a flagship platform that continues to shape the future of Ghana’s petroleum industry through collaboration, innovation, and shared learning.
She congratulated the Petroleum Commission for sustaining this important initiative for more than a decade, noting that it has provided industry players the opportunity to co-learn, co-create, and share experiences in addressing critical challenges within the sector.


Theme reflects the urgent need for transformation

Commenting on the theme of this year’s conference—“Revitalising Ghana’s Petroleum Exploration and Production Sector: Driving Innovation and Redefining Local Content for a Competitive Energy Economy”—Ms. Blay noted that it was both timely and relevant.
She emphasized that the theme captures the transformation urgently required to produce more natural gas for powering industries and driving national economic growth.


Natural gas: The lifeblood of Ghana’s energy future

Highlighting the strategic importance of natural gas, Ms. Blay stated that it remains the lifeblood of Ghana’s energy market, fueling power generation and industrial productivity while contributing significantly to national development.
She reaffirmed Ghana Gas’ commitment to investing in midstream infrastructure, ensuring continuous gas production and supply that sustains upstream crude oil operations.


Strategic infrastructure investments

The Ghana Gas CEO outlined several key ongoing and planned projects, including:

  • The Takoradi–Tema Pipeline,
  • Gas Processing Plant (Train II), and
  • The Mainline Compressor Project.

These projects, she explained, are designed to enhance gas evacuation capacity, improve operational reliability, and ensure a consistent and secure supply of gas for both domestic and industrial use.


Call for stakeholder collaboration

Ms. Blay emphasized that the sustainability of these investments depends on a stable and continuous supply of raw gas—a responsibility that lies primarily with upstream operators.
She therefore urged all stakeholders, including government, regulators, E&P operators, and investors, to work together to ensure long-term feedstock security for Ghana’s gas infrastructure.


Championing indigenization and local capacity

In a proud affirmation of Ghana Gas’ local content achievements, Ms. Blay announced that the company is 100% operated by indigenous professionals, with every employee being Ghanaian.
She further revealed that Ghana Gas increasingly relies on indigenous contractors to execute complex engineering and technical projects that were once dominated by foreign firms.

“Ghana is not only building capacity; we are building confidence, competence, and credibility,” she declared.


Empowering local content for sustainable growth

The CEO reiterated that empowered local content remains the gold standard for sustainable growth in the energy sector. She stressed that local content should not be viewed merely as a regulatory requirement, but as a strategic pathway for national development, job creation, and technology transfer.
When properly implemented, she said, it ensures that the true value of Ghana’s natural resources remains within the country, empowering local enterprises and professionals across the petroleum value chain.

In her closing remarks, Ms. Blay commended the Petroleum Commission for its visionary leadership and steadfast commitment to local participation in the oil and gas sector.
