Ing. Kow Eduakaw Sam appointed Acting CEO of Bui Power Authority

Ing. Kow Eduakwa Sam has been appointed as the Acting Chief Executive Officer of the Bui Power Authority (BPA), succeeding Samuel Kofi Dzamesi, who led BPA since August 2021.

A highly experienced electrical engineer, Ing. Kow Eduakwa Sam brings over 25 years of expertise in Strategic Leadership, Project and Contract Management, Protection and Control Engineering, Control and Instrumentation Engineering, as well as Technical and Energy Auditing.

He holds an MBA in Management Information Systems from the University of Ghana (2004) and a BSc in Electrical and Electronics Engineering from the Kwame Nkrumah University of Science and Technology (1998). Additionally, Ing. Sam has completed postgraduate certificates in Project/Investment Appraisal and Risk Management from Duke University (2012) and Power System Analysis from the University of Pennsylvania (2011).

In his most recent role as Head of Project Development at the Volta River Authority’s (VRA) Engineering Services Department, Ing. Sam led a team of engineers in the identification and development of both conventional and renewable energy projects, including Solar PV and Wind, expanding VRA’s power generation portfolio. Under his leadership, significant projects such as the Lawra and Kaleo Solar PV projects and the Floating Solar PV project—scheduled for implementation by the end of 2025—were developed.

Ing. Sam is also credited with the creation of VRA’s Project Life Cycle (PLC) and project templates, which standardize and guide the development and execution of VRA projects. His responsibilities extended to reviewing and auditing VRA’s projects to ensure adherence to the PLC and Procurement Procedures.

With a solid foundation in Strategic Leadership, Ing. Sam has also served as Acting Director in the absence of the substantive Directors of both the Technical Services and Engineering Services Departments at VRA.

He is a member of the Ghana Institution of Engineers.
