A new era for UCC’s governance
In a significant development for higher education governance in Ghana, former Supreme Court Judge, Justice William Atuguba, has been sworn in as the Chairman of the Governing Council of the University of Cape Coast (UCC). The ceremony, held with high anticipation, marked a turning point in the leadership structure of one of Ghana’s foremost public universities.

Justice Atuguba’s appointment comes at a time when concerns over academic freedom and university autonomy are at the forefront of national discourse. His deep legal background and outspoken views on governance and constitutional rights are seen as vital assets in the defense of institutional independence.

Fierce defender of academic freedom

In his acceptance speech, Justice Atuguba made it clear that his leadership would prioritize safeguarding academic freedom. “I am glad to hear the minister has assured that their government will not interfere with academic freedom,” he stated, adding that any attempt to erode that liberty would be met with strong resistance from the Council under his watch.

Reflecting on his past engagements with national discourse, Justice Atuguba noted his long-standing commitment to truth and accountability, even during retirement. “When there were challenges in the administration of this country in academia, I spoke out and I am very proud of that,” he recalled.

He further suggested that past executive overreach into university affairs was not merely speculative. “In Ghana, rumors are not empty,” he remarked, alluding to previous attempts by government actors to infringe on university autonomy.

Government pledges non-interference

The swearing-in was officiated by Education Minister Haruna Iddrisu, who reaffirmed the current administration’s stance on protecting the autonomy of academic institutions. “Be assured as I have continuously said that President Mahama will not interfere with the academic freedom in any university,” he said, in what appeared to be a veiled criticism of the previous administration.

Mr. Iddrisu stressed that the government’s role is to support—not to direct—academic institutions. His remarks were welcomed by the academic community as a recommitment to constitutional principles and institutional integrity.

Extending oversight: UPSA gets new council

In a related development, the Education Minister also swore in a new Governing Council for the University of Professional Studies, Accra (UPSA), calling for harmony and collaboration within the institution. He voiced concern over ongoing tensions between some university Councils and Vice Chancellors, urging stakeholders to prioritize internal dispute resolution.

“Conflict between Council and Vice Chancellor is not healthy,” Mr. Iddrisu noted. He called for adherence to due process and a collective effort to improve the governance of public universities.

Resolving internal tensions

Dr. Harry Agbanu, newly appointed Chairman of the UPSA Council, pledged to work constructively with university leadership to restore calm and address lingering disputes. “We are determined to work collaboratively to resolve these issues so UPSA can make a forward march,” he affirmed.

With strong legal minds and firm political assurances now at the helm of university governance, Ghana’s academic institutions appear to be entering a new chapter—one focused on independence, transparency, and a reinvigorated commitment to the values of higher learning. As Justice Atuguba takes the reins at UCC, expectations are high that he will deliver on his promise to protect and promote academic freedom at all costs.
