Libya situation: ICC Pre-Trial Chamber I unseals 6 arrest warrants

The Pre-Trial Chamber I of the International Criminal Court (“ICC” or “CPI”) on October 4, 2024 granted the Prosecutor’s request to unseal six arrest warrants issued in the Libya situation on 6 April 2023 and 18 July 2023 against Mr Abdurahem Khalefa Abdurahem Elshgagi (‘Al Khani’), Mr Makhlouf Makhlouf Arhoumah Doumah (‘Douma’), Mr Nasser Muhammad Muftah Daou (‘Al Lahsa’), Mr Mohamed Mohamed Al Salheen Salmi (‘Salheen’), Mr Abdelbari Ayyad Ramadan Al Shaqaqi (‘Al Shaqaqi’) and Mr Fathi Faraj Mohamed Salim Al Zinkal (‘Al Zinkal’).

The arrest warrants concern war crimes allegedly committed in Tarhunah, including murder, outrages upon personal dignity, cruel treatment, torture, sexual violence and rape.

Decision granting the Prosecution’s application to unseal six warrants of arrest

Warrants of arrest for Mr Al Khani , Mr Douma Mr Al Lahsa , Mr Salheen, Mr Al Shaqaqi, Mr Al Zinkal.

The situation in Libya was referred to the ICC Prosecutor by the United Nations Security Council in its resolution 1970 dated 26 February 2011. On 3 March 2011, the Prosecutor announced the decision to open an investigation in the situation in Libya.
