President John Mahama has appointed a Constitutional Review Committee to fulfill his pledge of advancing the Constitutional Review Process. The committee will assess Ghana’s 1992 Constitution and propose amendments aimed at strengthening democratic governance.
The committee’s members include:
Prof. H Kwasi Prempeh – Chairman
Justice Sophia Adinyirah – Member
Prof. Kwame Karikari – Member
Mrs. Charlotte Osei – Member
Dr. Godwin Djokoto – Member
Ibrahim Tanko Amidu – Member
Dr. Esi Ansah – Member
Dr. Rainer Akumperigeya – Secretary
The committee’s mandate is to identify gaps and challenges in the implementation of prior constitutional review efforts, including the 2010 Constitution Review Commission and the 2023 Constitution Review Consultative Committee. It will engage with stakeholders to gather input on proposed amendments and provide actionable recommendations to address existing governance challenges.
President Mahama emphasized the significance of the committee’s composition, noting the members’ expertise, dedication to national service, and commitment to upholding good governance.
The committee is expected to submit its recommendations for constitutional amendments within five months for government consideration.
Ahead of Nana Akufo-Addo’s departure from office, the Constitution Review Consultative Committee presented its report, which included notable proposals for amending the 1992 Constitution. A key recommendation is the removal of Article 68 (5), which exempts presidents from paying taxes on their salaries and emoluments. The committee argues that eliminating this exemption would promote equality before the law and set a positive example for the public.
During a discussion on Newsfile on JoyNews, Committee Chairperson Clara Beeri Kasser-Tee explained that the proposals align with the rule of law. President Akufo-Addo has reportedly committed to forwarding the report, along with additional notes, to incoming President Mahama for further consideration.
