Oxford Crown Court convicts Ugandan-UN Judge of slavery

In a shocking turn of events, Lydia Mugambe, a United Nations judge, has been convicted at the Oxford Crown Court for forcing a young woman into slavery. The 49-year-old Ugandan High Court judge and UN Criminal Tribunal judge was found guilty of multiple charges, including conspiracy to facilitate a breach of UK immigration law, forcing someone to work, and conspiracy to intimidate a witness.

The Crimes Unveiled

Mugambe exploited her position to deceive a young Ugandan woman into coming to the UK under false pretenses. Prosecutors claimed that the judge used her status and influence to prevent the victim from securing regular employment. Instead, the woman was forced to work as a maid and provide childcare services for Mugambe without any pay. The victim’s limited understanding of her rights and the manipulation of her situation were key factors in the case.

Caroline Haughey KC, the prosecuting attorney, described Mugambe as a manipulative individual who had exploited the victim’s vulnerability. “Lydia Mugambe has abused [the victim’s] lack of understanding of her rights to exploit her,” Haughey told the court.

The Arrest and Mugambe’s Response

The arrest of Mugambe, who was studying for a PhD in law at the University of Oxford at the time of the crime, came as a surprise to many. Footage released by Thames Valley Police captured Mugambe’s reaction when she was informed she was being arrested under the Modern Slavery Act. “I am a judge in my country, I even have immunity. I am not a criminal,” Mugambe was heard saying to the officer.

When pressed about her immunity, Mugambe defended herself, stating, “Yes, I have a diplomatic passport.” However, this claim was swiftly disputed, as the UN waived any immunity she may have had in relation to the case.

A Web of Deception

Mugambe’s connection with the Ugandan High Commission further complicates the case. Prosecutors revealed that Mugambe and Ugandan Deputy High Commissioner John Leonard Mugerwa conspired to arrange for the young woman to travel to the UK under false pretenses. Mugambe was allegedly involved in a “dishonest trade-off” where she attempted to intervene in legal action that involved Mr. Mugerwa. In exchange, the Ugandan High Commission sponsored the woman’s visa to the UK.

The court also heard that Mugambe conspired to intimidate the victim, pressuring her to withdraw her support for the prosecution and have the charges against her dropped.

Mugambe’s Denial and the Victim’s Testimony

Throughout the trial, Mugambe denied the charges, insisting that she had always treated the victim with love and care. However, the young woman, whose identity has been protected for legal reasons, gave a moving testimony. She described feeling “lonely” and “stuck” in her situation, with her working hours limited and her freedom severely restricted.

Mugambe’s actions were further compounded by her attempt to manipulate the victim’s perception of her rights and future prospects, effectively trapping her in an abusive relationship that was masked under the guise of care.

The Legal Ramifications: Immunity Waived

Despite her attempts to claim diplomatic immunity, Mugambe’s status as a UN judge was not enough to shield her from prosecution. Thames Valley Police, upon discovering the crimes, made it clear that any immunity she may have had was waived by the Office of the United Nations Secretary-General.

Ch Supt Ben Clark of Thames Valley Police commented, “Lydia Mugambe is an extremely qualified lawyer, a Ugandan High Court judge, and a UN Criminal Tribunal judge. After the offences had been reported, Mugambe tried to evade justice by repeatedly claiming she had diplomatic immunity.”

Who Is Judge Lydia Mugambe?

Judge Lydia Mugambe’s career is marked by years of service in both Ugandan and international legal systems. Appointed to the United Nations’ judicial roster in May 2023, Mugambe had an extensive background in law. She had previously worked with the International Criminal Tribunal for Rwanda (ICTR), both as a legal officer and later as an appeals counsel.

In addition to her legal qualifications, Mugambe has been involved in numerous human rights organizations, including the International Association of Women Judges and the East Africa Magistrates’ and Judges’ Association. She has also published works on human rights and children’s rights.

However, despite her impressive credentials, Mugambe’s actions in this case have raised serious questions about her character and integrity, casting a shadow over her otherwise decorated career.

The Verdict and Aftermath

The conviction of Lydia Mugambe has sparked disbelief, particularly given her high-profile position in both Ugandan and international law. Gasps were heard from the public gallery when the verdicts were delivered, and the court was cleared as Mugambe appeared visibly unwell.

The case stands as a stark reminder that even those in positions of significant authority are not immune to the law. The conviction of Lydia Mugambe under the Modern Slavery Act serves as an important message about accountability, no matter one’s status or position.

Mugambe’s future remains uncertain as she faces the full consequences of her actions, and the young woman who suffered under her control can begin the long journey toward healing and recovery.
