Sylvester Mensah appointed Ag. CEO of Ghana Export-Import Bank

President John Dramani Mahama has appointed Hon. Sylvester Adinam Mensah as the Acting Chief Executive Officer of the Ghana Export–Import Bank (GEXIM).

In his new role, Hon. Mensah will lead the Bank in fulfilling its mandate to support Ghana’s transition to a sustainable, export-led economy, in line with the Ghana Export-Import Bank Act 2016 (Act 991).

He will oversee GEXIM’s efforts to foster economic growth by promoting trade between Ghana and other nations, encouraging investments by Ghanaian businesses abroad, and addressing key market inefficiencies that will enhance Ghana’s competitiveness in the global economy.

Hon. Mensah is an experienced finance professional and former senior banker, known for his expertise in public sector banking, fund management, financial strategy, and governance.

He is a Fellow of the Institute of Business Consulting (FIBC) in the UK and a Certified Strategy Professional, with a proven ability to develop and implement innovative financial solutions and strategies.

Previously, as Head of Public Sector Banking at the former Intercontinental Bank (Ghana) Ltd, he led the creation of credit risk standards and effective credit frameworks. He also provided strategic investment and business advisory services to a variety of public sector clients.

Hon. Mensah served as the Member of Parliament for La Dadekotopon Constituency and as Chief Executive Officer of the National Health Insurance Authority (NHIA), where he managed the NHIA Fund and reformed Ghana’s Health Insurance Scheme, introducing policies to improve efficiency.

Currently, Hon. Mensah is a Senior Lecturer at the University of Professional Studies, Accra (UPSA), and an Adjunct Lecturer at Nobel International Business School, where he teaches in the Certified Strategy Professional (CSP) program.

He holds a Bachelor of Science degree from the University of Ghana Business School and an MBA in Finance from the University of Leicester in the UK, along with several other diplomas and certifications from renowned international universities.

With over 20 years of experience in both practical and academic leadership in corporate strategy, strategic management, and execution, Hon. Mensah brings the financial and managerial expertise needed to lead and transform Ghana Export-Import Bank.
