Leveraging digital technologies for national development
The Deputy Minister for Communications and Digitalisation, Ms. Ama Pomaa Boateng (MP), has acknowledged that the work of the Civil Servant is often voluminous in nature. It is, therefore, important to promote digitalisation to simplify and make the work more efficient, provide accessibility and transparency in the administrative work of government.
Ms. Boateng was speaking on behalf of the sector Minister, Mrs. Ursula Owusu-Ekuful (MP), at a Public Lecture in Accra on Tuesday, 26th July 2022, as part of activities for the 2022 Civil Service Week Celebration and Awards Night. The event was celebrated under the theme, “Digitalisation in the Civil Service of Ghana: An Agenda for Improved Productivity and Service Delivery”.
The Deputy Minister said the benefits of digital technologies and delivery models include (but not limited to) improvement in efficiency at service delivery, provision of innovative solutions, simplification of tasks, automation and the removal of paper-based processes in the work environment.
She emphasised that digitalisation is now the most important denominator for human, institutional, national survival and progress. Hence, core institutions including the Civil Service, could not be left out.
Ms. Boateng said as part of the process to implement the digital transformational agenda for national development, the Ministry of Communications and Digitalisation has been spearheading a series of initiatives such as digitising state procedures and documents.
She noted that the Ministry has implemented the digitisation of the Registrar-General’s Department, the Births and Deaths Registry, e-Procurement, e-Justice, e-Immigration and e-Parliament. These are all geared towards more efficient and productive service delivery in the public and civil service sectors.
The Deputy Minister pointed out that the introduction of the Smart Workplace is part of a broader digital transformational agenda geared towards more efficient and cost-effective work processes, increased productivity and increased usage of technology and flexibility.
When fully implemented, all sectors of the economy would experience a better work-life balance, a reduction in the carbon footprint, and also, time for self-improvement and learning with the ultimate aim of improving productivity and service delivery would be encouraged.
The Civil Service has been one of the most important institutions in the history of our country dating back to colonial times. It is one institution the nation looks at with pride. It has served as one of the symbols of growth and readiness of the country for self-determination.
The Civil Service over the years continues to be a vital link between government and the governed, a conduit for developmental programmes, but its utmost importance is its core responsibilities relating to policy-making and implementation as captured in the 1992 Constitution and the Civil Service Law 1993 (PNDCL 327).
Activities for the Civil Service Week Celebrations this year included Tourism and Policy Fair Exhibition and, Cooking Competition for men.
