President Mahama Signs 10 Bills into Law
President John Mahama has assented to 10 Bills passed by Parliament, bringing them into law as part of his administration’s ongoing legislative and policy reforms. The new laws cover several critical areas, including taxation, customs administration, energy, cocoa, maritime offences, national defence and the administration of justice. The presidential assent follows Parliament’s passage of the respective Bills over the past month, completing the legislative process required for the measures to become law.
Ten Bills Receive Presidential Assent
The legislation signed by President Mahama includes the Customs Bill, 2026; Community Service Bill, 2026; Tribunal Bills, 2026; Maritime and Related Offences Bill, 2026; National Defence University Bill, 2026; Income Tax (Amendment) Bill, 2026; Energy Sector Levies (Amendment) Bill, 2026; Ghana Cocoa Board Bill, 2026; Value Added Tax (Amendment) Bill, 2026; and Excise Bill, 2026. Together, the laws introduce new provisions and amend existing legislation governing key sectors of the economy and public administration.
Changes to Ghana’s Tax Framework
Three of the newly enacted laws directly affect Ghana’s tax regime: the Income Tax (Amendment) Bill, Value Added Tax (Amendment) Bill and Excise Bill. The measures are expected to introduce changes to the country’s tax framework, with implications for tax administration, compliance and the treatment of specific goods and economic activities.
The Energy Sector Levies (Amendment) Bill, 2026 also makes changes to the legislative framework governing levies within the energy sector.
New Legal Framework for COCOBOD
The Ghana Cocoa Board Bill, 2026 provides a new legislative framework for the operations of the Ghana Cocoa Board, the country’s principal institution responsible for regulating and supporting the cocoa sector. The enactment of the law is expected to provide a statutory basis for the regulator’s operations and strengthen the legal framework governing Ghana’s cocoa industry.
Customs Administration and Enforcement
The Customs Bill, 2026 focuses on the administration and enforcement of customs-related matters. The legislation forms part of measures to establish the legal framework governing customs operations, including the administration of customs procedures and enforcement of relevant requirements.
Reforms to the Justice System
The Community Service Bill, 2026 and Tribunal Bills, 2026 form part of broader measures affecting the administration of justice. The Community Service legislation provides a statutory framework for community service, while the Tribunal legislation addresses the legal framework governing tribunals and related judicial processes. These measures are intended to strengthen aspects of Ghana’s justice system and public administration.
Maritime Offences and National Defence
The Maritime and Related Offences Bill, 2026 establishes legislation relating to offences committed within Ghana’s maritime space. The law provides a framework for addressing offences and related matters within Ghana’s maritime jurisdiction.
Meanwhile, the National Defence University Bill, 2026 establishes the legislative basis for the country’s defence university. The legislation gives the institution a formal statutory foundation as part of Ghana’s national defence and education structures.
Completion of the Legislative Process
The signing of the 10 Bills marks the final stage of the parliamentary legislative process for the measures. With presidential assent, the Bills have now become laws, paving the way for the relevant institutions and authorities to implement their provisions.
