Richard Ernest Kirk-Mensah declares readiness to serve once more as NDC Western Regional Communications Officer

Over Two Decades of Commitment to the NDC

Richard Ernest Kirk-Mensah is a longstanding and dedicated member of the National Democratic Congress (NDC), whose political journey reflects more than two decades of commitment, experience and service to the party. With an extensive background in political organisation, grassroots mobilisation and strategic communication, Kirk-Mensah has steadily risen through the ranks of the NDC, building a reputation as an experienced communicator and party activist.

His political journey dates back to 2000, when he began serving as a Polling Agent at State Transport in Sekondi. This early involvement marked the beginning of a political career defined by dedication to party organisation, communication and grassroots engagement. Over the years, he has occupied several positions within the party, including President of the Tertiary Education Institutions Network (TEIN) at Takoradi Technical University, a member of the Western Regional Youth Working Committee and Youth Organiser of the NDC Italy Chapter.

His involvement in party communication has also been longstanding. Since 2002, he has been an active member of the Western Regional Communications Committee, contributing to the party’s communication activities and political messaging. His experience further includes membership of the National Communications Team, service as a former Deputy Western Regional Communications Officer and his current position as the Western Regional Communications Officer. He also serves as Dean of all Regional Communications Officers and their Deputies, a position that reflects his experience and standing within the party’s communication structure.

Strengthening Communication Capacity Across the Western Region

As Western Regional Communications Officer, Richard Ernest Kirk-Mensah has prioritised building the capacity of party communicators and strengthening the communication structures of the NDC. One of his notable achievements has been the successful organisation of communication training workshops at the regional level and across all 17 constituencies in the Western Region.

These initiatives have provided opportunities for communicators to sharpen their skills, improve their understanding of political messaging and become more effective in articulating the party’s positions. His approach recognises that an effective political communication structure must be built from the grassroots, with well-equipped and adequately trained communicators capable of engaging the public on issues affecting the party and the country.

Mobilising Resources to Empower Party Communicators

Recognising the importance of logistics in effective political communication, Kirk-Mensah has also facilitated the mobilisation of essential communication resources to support party activities. Among the resources mobilised are motorbikes, bicycles, tablets and mobile phones. These resources have helped strengthen the operational capacity of communicators and improve their ability to disseminate information, coordinate activities and reach communities across the region. His resource mobilisation efforts demonstrate an understanding that effective communication requires more than political messaging; it also demands the necessary tools and logistical support to deliver results.

Deepening Grassroots Engagement and Constituency Collaboration

A major focus of his leadership has been strengthening collaboration between the regional communication structure and constituency communications bureaus. Through this approach, he has worked to improve grassroots communication, promote information sharing and ensure that the party’s communication activities extend beyond the regional capital into communities across the Western Region. The emphasis on constituency-level collaboration has helped reinforce the importance of grassroots participation in the party’s communication machinery.

For Kirk-Mensah, a strong regional communication structure must be one that connects effectively with the people, understands local concerns and communicates the party’s message consistently.

Promoting Centralised Messaging and Effective Media Relations

In an era where political communication plays a critical role in shaping public opinion, consistency and coordination remain essential. Kirk-Mensah has therefore promoted centralised messaging and improved coordination among party communicators to ensure uniformity in the dissemination of the NDC’s messages across the Western Region.

He has also worked to strengthen relations with media houses through improved media engagement and coordinated media relations.

These efforts are aimed at enhancing information dissemination, improving the party’s visibility and ensuring that its positions on important local and national issues receive the necessary public attention.

Prioritising Communicators’ Welfare and Recognition

Beyond communication strategy and political mobilisation, Kirk-Mensah has also recognised the importance of the welfare of party communicators.

His leadership has promoted welfare and recognition initiatives for communicators, particularly in the period before and after electoral victory.

This approach underscores the need to appreciate the sacrifices, commitment and contributions of individuals who dedicate their time and resources to promoting the party’s agenda.

By placing emphasis on welfare and recognition, he has demonstrated an appreciation of the human element of political organisation and the importance of keeping party communicators motivated.

Coordinating Strategic Communication and National Engagement

Another significant aspect of his work has been facilitating strategic engagement between national party teams and stakeholders in the Western Region.

He has influenced and facilitated visits by strategic national party teams to the region to strengthen communication messaging, improve community engagement and enhance coordination.

He has also facilitated coordinated advertisement placement across all 17 regions as part of broader efforts to support the party’s communication objectives.

These initiatives reflect his understanding of the importance of linking regional communication structures with national strategies to achieve a unified political message.

Advocacy, Agenda-Setting and Expanding the Communication Network

Kirk-Mensah’s contribution extends beyond the routine dissemination of party information. He has also played a role in strategic advocacy and agenda-setting on important local and national issues, helping to position the party’s communication machinery as an instrument for public engagement and political discourse.

Additionally, he has worked to expand and strengthen the Western Regional Communications Network to improve information flow, collaboration and grassroots participation. The expansion of this network remains important to ensuring that party communicators are connected, informed and better positioned to respond to emerging political developments.

The 2028 General Elections: A Call for Continuity and Experience

With the 2028 general elections approaching, the NDC’s communication machinery will remain central to the party’s efforts to consolidate its political support, engage the electorate and effectively communicate its policies and programmes. It is against this backdrop that incumbent Western Regional Communications Officer, Richard Ernest Kirk-Mensah, is seeking re-election to continue serving in the position.

His re-election bid is anchored in his over two decades of political experience, institutional knowledge, established communication networks and record of service within the party.

Having served at various levels of the NDC’s political and communication structures, he brings an understanding of both grassroots political organisation and the demands of strategic communication.

His supporters can point to his experience in training communicators, mobilising resources, strengthening constituency structures, coordinating media engagement and promoting the welfare of party communicators as important aspects of his leadership record.

A Record of Service and a Vision for the Future

Richard Ernest Kirk-Mensah’s political journey is one of sustained involvement, institutional growth and commitment to the NDC. From his beginnings as a Polling Agent in 2000 to his current position as Western Regional Communications Officer and Dean of Regional Communications Officers and their Deputies, he has accumulated considerable experience in party organisation and political communication.

As he seeks another mandate, the central message of his campaign is the value of experience, continuity, effective coordination and a stronger communication structure ahead of the 2028 general elections.

For Kirk-Mensah, the task ahead is not simply about occupying an office but about further strengthening the communication machinery, empowering grassroots communicators and ensuring that the NDC’s message resonates across every constituency in the Western Region.

His re-election bid therefore presents an opportunity for party delegates to assess his record, experience and contributions while considering the leadership needed to position the Western Regional Communications Directorate for the political demands of 2028.
