From Eight MDs to One Game-Changer: The Edmond Kombat Story

For any major institution to succeed, stability in leadership is often essential. Yet for eight years under former President Nana Addo Dankwa Akufo-Addo, the Tema Oil Refinery experienced an unprecedented cycle of A changes. Between 2017 and 2024, the refinery saw eight different Managing Directors take charge:

Each new appointment arrived with expectations and promises. However, the frequent changes at the top created uncertainty and made it difficult to sustain long-term reforms.

Eight Heads, One Troubled Outcome
Despite the succession of leaders, the refinery’s fortunes continued to decline.
By the end of the period, TOR had become burdened with debts estimated at $517 million owed to institutions including the Ghana Revenue Authority, Social Security and National Insurance Trust, Electricity Company of Ghana, the Staff Provident Fund, and other creditors. The situation was worsened by the absence of audited financial accounts for six consecutive years, from 2018 to 2024. Operational activities slowed, refining plants became idle, losses mounted, and public confidence in the country’s sole refinery steadily eroded.
For many observers, TOR appeared trapped in a cycle of decline with no clear path to recovery.

The Arrival of a Young Reformer
Then came Lawyer Edmond Kombat.
As the youngest Managing Director in the refinery’s recent history, expectations were mixed. Some questioned whether youth and limited tenure could overcome years of institutional challenges. What followed, however, surprised many. Rather than focusing on excuses, the new leadership concentrated on restoring accountability, improving operational efficiency, and rebuilding confidence in the refinery’s future.

Restoring Profitability After a Decade
One of the most remarkable milestones under Edmond Kombat’s leadership was the return to profitability. In 2025, TOR reportedly recorded a profit before tax of GHS 1.24 billion—the refinery’s first profit in approximately a decade. The achievement marked a dramatic turnaround from years of losses and financial distress. For an institution that had become synonymous with debt and underperformance, the announcement signaled a new chapter.

Ending Years of Financial Opacity
Financial transparency became another key area of focus. Management submitted audited accounts covering the period from 2019 to 2025, bringing an end to six years of overdue financial reporting. The move not only strengthened accountability but also helped restore confidence among regulators, stakeholders, creditors, and the wider public. For many, it demonstrated that transparency was no longer an aspiration but a priority.
Bringing the Refinery Back to Life
Financial recovery alone would not have been enough without operational revival.

Following successful Turnaround Maintenance and a phased restart in December 2025, TOR resumed refining activities and is currently processing approximately 28,000 barrels per stream day. The restart represented more than a technical achievement. It symbolized the reawakening of a national asset that many had feared was permanently dormant.

The sight of refining operations returning to life provided tangible evidence that the refinery was moving from recovery to production.

A New Era for Ghana’s Energy Future
Perhaps the most strategic development is TOR’s expected receipt of its first crude oil delivery from the Jubilee Field. This milestone creates a direct connection between Ghana’s domestic oil production and its only refinery. Such integration has long been viewed as a critical step toward strengthening national energy security and maximizing value from the country’s natural resources. If successfully sustained, it could mark the beginning of a more self-reliant energy future.

One Head, Greater Results
Leadership is often measured not by the number of years spent in office, but by the results achieved during that time.
While eight different Managing Directors led TOR over an eight-year period marked by debt, shutdowns, and missing audits, Edmond Kombat’s tenure has become associated with profitability, transparency, operational revival, and renewed optimism. His record has prompted many to reflect on a simple lesson: effective leadership is not about how many people occupy the office: it is about what is accomplished when the right person does. For supporters of the current transformation, the story of Edmond Kombat stands as proof that, sometimes, one focused head can indeed achieve what eight could not.
