High-Level Engagement in Rwanda
Director of Public Affairs at Nuclear Power Ghana and International Atomic Energy Agency (IAEA) Expert on Nuclear Communications Bellona Gerard Vittor-Vittor-Quao will join three other experts at the Rwanda National Workshop, scheduled to take place from 28 September to 2 October 2026. The workshop will bring together high-level government officials and experts to discuss matters related to the development and effective communication of Rwanda’s nuclear energy programme.

Experience in Nuclear Communications
Vittor-Quao brings significant experience in nuclear communications and public affairs. She was first attached to the Communications Team of the Ghana Nuclear Power Programme Organisation (GNPPO) in 2014.

Building Communications Capacity for Ghana’s Nuclear Power Project
In 2020, she was fully seconded to establish the Communications/Public Affairs Department of Nuclear Power Ghana (NPG), the operator/owner established to develop Ghana’s first nuclear power plant for electricity generation. Her role contributed to building the communications and public affairs capacity needed to support Ghana’s nuclear power programme.

From Rwanda to Russia
Following the Rwanda assignment, Vittor-Quao is expected to travel to Russia for another professional assignment, further extending her involvement in international nuclear-sector activities.

A Growing International Role
Her participation in the Rwanda workshop and subsequent assignment in Russia highlights the growing demand for experienced communications and public affairs professionals in the nuclear energy sector, particularly as countries seek to build public understanding and stakeholder confidence around nuclear power.
